Are we talking 45s or just 7"s? If the latter, though, and if I'm forced to choose, Minor Threat's 1st 7" or Negative Approach 7", though they were probably both 33 1/3 due to maximizing space given the # of songs on there, right?

True, but a)Jealous Again was a 12" (that yes, could've probably fit on a 7") and b) Six Pack is just my favorite of these.

Anyway, my knowledge/opinion is limited here because I tend to lean more toward albums than 7's.
For 7'', I think that Negative Approach or some of Discharge's 7''s would be up there.
Necros were better on the first LP than any of the early 7''s IMHO. I kinda think the 7''s are mythical because some of them are quite rare so they appeal to the collector types.
